THIS IS THE SEAL THAT GOES AROUND THE BASE OF THE ENGINE COVER TO SEAL THE WATER OUT. THESE RUBBER GASKETS TEND TO SHRINK AND DRY OUT OVER TIME.
REPLACE THAT OLD WORN OUT SEAL WITH A NEW ONE TODAY.
